Senators are expected to decide today whether the CLARITY draft advances, and the version on the table would restrict stablecoin rewards paid solely for holding a balance. That single clause lands hardest on Coinbase, which pays out on USDC balances as a core part of its stablecoin revenue.
Circle, as the issuer, looks largely exempt. Coinbase, as the distributor, does not. If the language survives markup, the company has to redesign the program or watch balances drift elsewhere. Either path changes the economics of a business line that has quietly become one of the more reliable parts of its revenue mix.
The CLARITY Draft's Real Target
The mechanics are simple enough. Rewards paid purely for parking stablecoins look like yield on a deposit, and the draft treats them that way. To stay compliant, an exchange would need to attach rewards to something else: trading activity, payment flows, a card program, anything with a use beyond holding.
For Coinbase, that means either spending more to engineer those hooks or accepting a smaller, cheaper rewards book. The second option flatters near-term margins and hurts the balance sheet that generates float income. The first costs money now for a program that may or may not retain users.
Circle's setup is cleaner. Its September 14 disclosure pointed to roughly $180 million in 2026 presale revenue from the Arc network opening on September 16, with most of that dropping straight to profit if milestones hold. No ARC token launch is confirmed, so the value accrues to the business rather than a new asset.
The asymmetry matters for anyone holding either name, or trading the tokens tied to them. A regulatory squeeze on distribution rewards pushes activity toward issuers who never relied on those rewards in the first place.
Rate Odds Hit 87 Percent
September rate-hike odds climbed to 87% as of September 14, and that repricing is doing more damage than any single crypto headline this window. Higher real yields raise the cost of holding a non-yielding asset, and bitcoin is the cleanest expression of that trade in this market.
Spot Bitcoin ETFs flipped from $986.7 million of net inflows to $462.7 million of net outflows over the period. That swing is the tell. The marginal buyer that carried BTC through the summer has stepped back, and the $76,000 area is now the line everyone is watching into the Fed decision.
Ethereum had its own version of the same story. ETH pushed above $2,535 on more than $255 million of short liquidations, then slid back toward $2,478. Metaplanet Trims the Dilution Overhang
Metaplanet cut its remaining potential Series 10 issuance by 55.5% on September 14, lifting BTC per 1,000 effective diluted shares by 8.75% with holdings unchanged at roughly 43,000 BTC. Full exercise of the remaining financing rights would trim that improvement to 6.81%, so dilution sensitivity is reduced, not removed.
This is the kind of move that matters to a specific type of holder. If you own the equity for bitcoin exposure per share, share count is the variable that eats your returns, and management just addressed it directly.
Elsewhere in the intel stack, two smaller names carry supply and flow risk. HASH faces weakening fee and buyback flows, and STANDARD carries potential supply expansion. StonkFun's revenue and fee-driven STONK purchases are declining while buybacks remain small relative to market cap, and PumpFun's larger revenue share to PUMP buybacks and burns adds competitive pressure.
The OpenAI perpetual on Binance is another one to understand before touching. OpenAI confirmed it will not go public in 2026, which leaves OPENAIUSDT marked on speculation rather than any claim on equity. The contract repriced sharply around Astra's rollout, and pullback and liquidity risk rise accordingly.

Circle's Arc opens September 16, which gives the market a concrete read on whether the $180 million presale guidance has legs. Beyond that, the Fed decision and the 87% hike odds are the macro backdrop everything else trades against. Bitcoin holding $76,000 is the level that keeps this a drift rather than a breakdown. ETH needs to reclaim $2,535 with open interest building, not falling, to make the last breakout look like anything other than a liquidation flush.
